NO ON 9 - It's misleading.
They claim it's a Victim's Right's Act, but the proposals for Victim's are ALL READY in place. Other than the severe ramifications it would have in my personal life, this could cause California's Budget to topple. It is just BAD.
Further, the author of the Bill is Henry Nicholson, a multi-billionaire in OC who was recently indicted on drug charges, a prostitution ring, (just to name a few), etc...
He is a hurting parent whose child was viciously taken from him in a horrible crime. He paid for this bill to pass and put out over $4 million in order to punish the criminal...

@ davidd - Papa Bear is an employee of the State of California and he is confused also...although since I've hurt my neck and shoulder and I take the pain medication and it kicks in sometimes I think I understand the process... but then the meds wear off and I'm still confused.
