I have to admit I have bumped into someone while dialing before, but no damage was done. David on the other hand ran a red light and totaled our van when he thought Josiah was getting into the ice cream he had just bought in the back seat.
Needless to say we now have a legal system instead of a justice system, and if the law makes money for someone influential it is easy to pass.
